The City of Rochester is seeking community input on the allocation of federal funding from the U.S. Department of Housing and Urban Development (HUD). The city is in the process of preparing its Five-Year 2025-29 Consolidated Plan and the 2025-26 Annual Action Plan.

The Consolidated Planning process is necessary for receiving direct financial assistance from HUD, following HUD program regulations and the city's Citizen Participation Plan. This plan identifies priority needs and goals to guide how funds received annually from four HUD formula grant programs will be used: Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

The 2025-29 Consolidated Plan will set a strategic framework for guiding the city's HUD-funded community development activities over the next five years. An Annual Action Plan will also be produced each year, detailing how HUD grant funding will be allocated to specific projects based on the priorities outlined in the Consolidated Plan.

For the program year starting July 1, 2025, Rochester expects to receive these grant allocations from HUD: CDBG at $8,201,087; HOME at $1,802,048; ESG at $714,761; and HOPWA at $1,132,150. Additionally, up to $650,000 in CDBG Program Income and $400,000 in HOME Program Income are anticipated to be programmed into the 2025-26 Annual Action Plan.

To develop these plans effectively, Rochester will engage in a three-phase public engagement process using various methods to gather public input.
