Rochester seeks community input on federal funding plans for housing and development

The City of Rochester is inviting community members to provide input on the allocation of federal funds from the U.S. Department of Housing and Urban Development (HUD). The city is in the process of preparing its Five-Year 2025-29 Consolidated Plan and the 2025-26 Annual Action Plan.

This planning process is essential for receiving direct financial assistance from HUD, as outlined by HUD program regulations and the city's Citizen Participation Plan. The Consolidated Plan outlines priority needs and goals that will guide how the city uses funds received annually from four HUD formula grant programs: Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

The 2025-29 Consolidated Plan will create a strategic framework for community development activities funded by HUD over the next five years. Annually, an Action Plan will be developed to allocate budgets for specific projects based on identified priorities and goals.

For the program year starting July 1, 2025, Rochester expects to receive the following grant allocations: CDBG at $8,201,087, HOME at $1,802,048, ESG at $714,761, and HOPWA at $1,132,150. Additionally, up to $650,000 in CDBG Program Income and $400,000 in HOME Program Income are anticipated to be programmed into the 2025-26 Annual Action Plan.

To develop these plans effectively, Rochester will engage in a three-phase public engagement process offering various participation methods. Detailed information about public input opportunities can be found on the city's website at www.cityofrochester.gov/ConsolidatedPlan2025.
