Mayor Malik D. Evans announced today that the City has completed its Urban Forest Master Plan, a comprehensive document outlining policies for managing the care and maintenance of approximately 67,000 trees located along city streets, and in parks and cemeteries.

“The completion of our Urban Forest Master Plan represents a significant milestone in our commitment to sustainability and community engagement,” said Mayor Evans. “We are grateful for the dedication of our advisory committee, the active participation of residents, and the support of our Community Tree Ambassadors. Together, we are shaping a greener, more equitable future for the citizens of Rochester.”

The Master Plan includes the history and legacy of Rochester’s trees and describes the evolution of its urban forest. It documents the current state of the city’s urban forest, explains how trees benefit health and the environment, and discusses factors currently impacting Rochester’s trees. It also highlights public engagement efforts on the plan and outlines urban forest policies. The plan addresses challenges facing the urban forest and makes recommendations to address them.

One challenge is equity. In 2023, the City initiated a Trees Expansion and Beautification Initiative to address disparities in Rochester’s tree canopy. Historically underserved communities have had fewer trees compared to more affluent areas. As part of this initiative, the City aims to increase its tree inventory to 70,000 by 2025 while ensuring equitable planting across all neighborhoods.

Last updated in 2012, an update process began in September 2023 with an assessment of environmental, socio-economic, and health benefits from an expanded urban forest. Public engagement included forming a citizen advisory committee, conducting public meetings and an online survey, as well as holding pop-up events. The City also established a Community Tree Ambassador Program.
