City of Rochester Announces Revised Notice for Public Hearings and Input for 2024-25 Annual Action Plan

The City of Rochester has issued a revised notice regarding upcoming public hearings and the solicitation of input to inform the 2024-25 Annual Action Plan. In a news release dated April 16, 2024, the city announced the changes to the original notice issued on March 4, 2024, including revised dates for public display, comment period, and public hearings.

According to the news release, the City of Rochester is preparing the Annual Action Plan for the program year 2024-2025, which will guide the use of funds from the U.S. Department of Housing and Urban Development (HUD) Community Development and Planning Program. The plan will address priority needs and goals identified in the 2020-24 Five-Year Consolidated Plan.

City officials anticipate receiving allocations from HUD for the upcoming period and plan to program additional funds from CDBG and HOME Program Income into the Annual Action Plan.

The City is actively seeking input from the public, especially from low- and moderate-income individuals, to help shape the budget for the 2024-25 Annual Action Plan. Input can be provided in writing or at a series of three public hearings.

The first public hearing took place on March 18, 2024, where attendees had the opportunity to review priority needs and goals, funding expectations, proposed projects, and past program performance.

A 30-day public display and comment period will commence on May 13, allowing the public to access copies of the draft Annual Action Plan and submit written comments until June 13. These comments will be considered in preparing the final plan for City Council approval and submission to HUD.

The second public hearing is scheduled for May 22, 2024, where City staff will review the draft Annual Action Plan and proposed budgets for specific programs. Attendees can ask questions and provide official comments during this event.

The final public hearing, overseen by City Council, will take place on June 13, 2024, before the plan is formally approved on June 18, 2024. The finalized plan must be submitted to HUD by June 30, 2024.
