The City of Rochester has announced a Request for Proposals (RFP) aimed at developing an approximately two-acre site located at East Main and Laura Streets. The city is seeking innovative and community-focused development plans that will transform this urban corridor in Rochester’s Southeast Quadrant.
“This project isn’t just about buildings and businesses—it’s about creating spaces that connect people and strengthen the community,” stated Mayor Malik D. Evans. “We’re looking for a developer who understands the value of investing not only in infrastructure but also in neighborhoods.”
The RFP encourages proposals that enhance the vibrancy of East Main Street while respecting the surrounding Beechwood and EMMA neighborhoods, which are noted for their close-knit communities and historical character. Key elements include mixed-use development with housing, commercial spaces, essential services, a Neighborhood Service Center, and homeownership opportunities.
As part of the development plan, the City intends to lease space for a new Southeast Quadrant Neighborhood Service Center to serve as a community hub offering resources and support for residents. This arrangement promises long-term financial stability through a 20-year lease.
Developers are encouraged to submit proposals by December 13, 2024, that prioritize public spaces, walkability, thoughtful design, job creation for residents, and overall community health contributions. More details can be found on the city's website.
