The City of Rochester is inviting community input on the allocation of federal funds from the U.S. Department of Housing and Urban Development (HUD). This request for input comes as the city prepares its Five-Year 2025-29 Consolidated Plan and its 2025-26 Annual Action Plan.

The planning process, a mandatory step for receiving direct financial assistance from HUD, follows program regulations and the City’s Citizen Participation Plan. This Consolidated Plan will identify priority needs and goals for the allocation of funds received from four HUD formula grant programs: the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA).

The 2025-29 Consolidated Plan will offer a strategic framework to guide HUD-funded community development activities over the next five years. In conjunction, the Annual Action Plan will outline the annual budgets for allocating HUD grant funding to specific projects, aligning with the priorities established in the Consolidated Plan.

Rochester expects the following HUD grant allocations for the program year starting July 1, 2025:

CDBG: $8,201,087
HOME: $2,340,323
ESG: $714,761
HOPWA: $1,132,150

Additionally, the city plans to program up to $650,000 in CDBG Program Income and $559,235.19 in HOME Program Income for the 2025-26 Annual Action Plan.
